Understanding the BC Graduated Licensing Program Stages

The Graduated Licensing Program (GLP) in British Columbia is designed to help new drivers build skills and confidence gradually through three important stages. Each stage focuses on developing safe driving habits, practical experience, and responsible decision-making before earning a full Class 5 licence.

 

Stage 1: Getting Your Class 7L (Learner’s Licence)

The first step in the Graduated Licensing Program begins with getting your Class 7L Learner’s licence. Drivers can apply on or after their 16th birthday by passing the ICBC knowledge test and vision screening. This stage focuses on learning the rules of the road and developing safe driving habits under the supervision of a qualified driver.


ICBC recommends at least 60 hours of practice during the Learner stage to help new drivers gain confidence and experience behind the wheel. At Banur Driving School, our professional instructors provide structured training, defensive driving techniques, and practical coaching to help students build a strong driving foundation and prepare confidently for the next stage.

 

Stage 2: Getting Your Class 7N (Novice Licence)

After holding a Learner’s licence for at least 12 months, drivers become eligible to take their first ICBC road test. Once successfully completed, they receive their Class 7N Novice licence and can begin driving independently while following GLP restrictions.


During the road test, ICBC evaluates your ability to drive safely, follow traffic laws, make proper observations, and handle real-world driving confidently. The Novice stage is designed to help drivers continue gaining valuable on-road experience while improving their decision-making, awareness, and overall driving confidence through everyday driving practice.

 

Stage 3: Getting Your Full Class 5 Licence

The final stage of the Graduated Licensing Program is earning your full-privilege Class 5 licence. Normally, drivers must complete 24 months of safe driving with their Novice licence before becoming eligible for the Class 5 road test.


Students who successfully complete an ICBC-approved GLP course during their Learner stage may qualify to take their Class 5 road test after only 18 months, provided they maintain a clean driving record and meet all ICBC requirements. Once you pass the Class 5 road test, you receive full driving privileges with no more GLP restrictions, allowing you to drive with greater freedom and confidence across British Columbia.

 

Fast Track Your Class 5 Licence

Students who successfully complete the ICBC-approved Graduated Licensing Program (GLP) during their Learner stage may become eligible to take their Class 5 road test up to 6 months earlier. Instead of waiting the full 24 months during the Novice stage, eligible drivers may qualify after only 18 months of safe driving, provided all ICBC requirements are met and a clean driving record is maintained.
